     Although the California ZEV Mandate has been modified from its original, 1990 form, it continues to accomplish its fundamental objective by compelling auto manufacturers to achieve emissions reductions from their conventional cars at a faster and broader pace than originally scheduled.  Steady progress toward a 40-mpg passenger car fleet average is being made by European automakers without the kind of downsizing and undersizing that Detroit and its government and media functionaries insist is required . . . .(chapter has 6 pages and 2 figures).
