     Vice President Dick Cheney has said that "conservation may be a sign of personal virtue, but it's not a sufficient basis for a comprehensive and sound energy policy" even though he knows that the opposite is closer to the truth.  California and Western Europe use half the per capita energy as America and the only viable "energy security" solution for America is this proven, economically-sound, world-class level of conservation and energy efficiency -- and not Cheney's irresponsible reliance on exploration and production, coupled with his power plant, transmission line and refinery construction binge . . . .
